This is not an RFP. ASC/YTZ intends to issue a Request for Proposal for Academic Instructors in support of the T-1A Aircraft Ground Based Training System for FY01. The contractor will be required to provide T-1A platform academic instruction (also referred to as ""academic instruction"", or ""platform instruction"", ""CPI"") at Randolph, Laughlin, Vance and Columbus Air Force Bases. This includes all academic units of instruction (i.e. aerodynamics, Aircraft Systems, Instruments, Navigation, Flight/Mission Planning, Cockpit Resource Management, Aviation Weather, etc) unique to the T-1A training system. The contractor will also be required to provide qualified academic instructors to train students/instructor pilots in the T-1A system utilizing TSSC developed syllabi and other training manuals identified by the local Flying Training Wing (FTW). Each class has approximately 15 students, with a new class of students arriving every three weeks. Each student must complete 17 simulator events (42.7 hours) and 14 academic courses consisting of 151.6 hours of instruction. Contractor personnel must possess these minimum qualifications: 1000 hours total jet/turboprop time in U.S. military aircraft, 200 hours of instructor jet/turboprop time in U.S. military aircraft, be a graduate of USAF/AETC Academic Instructors Course or its equivalent and certifiable IAW the government approved certification plan. In addition the successful contractor must have a training and certification program for contractor academic instructors. Interested firms should submit sufficient information which will permit evaluation of technical capabilities and experience in writing to ASC/YTZ (attn: Ms. Cheryl K. Information submitted should be pertinent and specific demonstrating knowledge and ability to perform the effort for the T-1A aircraft GBTS and should address the following: (1) Experience: An outline of previous or current contracts of the same type and scale as defined in this synopsis; (2) Personnel: Name, professional qualifications and specific experience of personnel who may be assigned to key positions for this contract; (3) Capability: Current knowledge and ability to provide academic instructor support for the T-1A aircraft GBTS; (4) Any other specific and pertinent information that would enhance our consideration and evaluation of the information submitted. Deadline for receipt of this information is 24 MAR 00. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not to be construed as a commitment on the part of the Government to award a contract nor does the government intend to directly pay for any information or responses submitted as the result of this solicitation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. An Ombudsman has been established for this acquisition.
