(RFP), but a request for submissions of Standard Forms 254 & 255. The
National Cemetery Administration has a requirement for an
Architect/Engineering firm to design the 22-acre expansion of the Fort
Bliss National Cemetery, El Paso, Texas (Project No. 886CM3011). The
project includes the design and all related professional services for
typical land development including roads, earthwork, landscaping, a new
well for irrigation and replacement of the irrigation system in the
existing developed 60 acres, irrigation in the new area and
architectural services for the design of a committal service shelter,
approximately 600 square feet. Services include the preparation of
design development drawings with a Government option to enter
construction documents, construction period services and construction
inspection services. The project would be based on a
Government-provided master plan. The magnitude of the resulting
construction project is between $1,000,000 and $5,000,000. Emphasis
will be placed on Civil Engineering capabilities of the firm and
previous cemetery design experience. Selection of firms to be
interviewed will be based on the following evaluation factors: Firm's
capacity and capability (30%), Proposed project team (20%), and
Experience and past performance on similar land development work (50%).
Firms responding to this notice within 30 calendar days from date of
its publication in the printed copy of The Commerce Business Daily, or
March 15, 2000, whichever is later, will be considered. This
acquisition is 100 percent set-aside for small business concerns.
Standard Industrial Classification (SIC) Code 8712 and a size standard
of $4 million are applicable. All eligible small business concerns
desiring consideration shall submit appropriate SF-254 and SF-255
