COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 22,1999 PSA#2480THE U.S. FISH AND WILDLIFE SERVICE INTENDS TO NEGOTIATE A SOLE-SOURCE
SIMPLIFIED ACQUISITION WITH YUKON FUEL COMPANY FOR DELIVERY OF FUEL TO
REMOTE (NON-ROAD ACCESSIBLE) SERVICE SITES IN REMOTE REGIONS OF
ALASKA. The U.S. Fish and Wildlife Service (Service) Region 7 -- Alaska
intends to negotiate a "pay as we order" one year simplified
acquisition with Yukon Fuel Co. The amount of fuel is of an indefinite
quantity but will not exceed the amounts for each type designated in
this notice below. The Service promises no minimum quantity of fuel
purchases. The Service previously synopsized this requirement in the
Commerce Business Daily and Yukon Fuel Company is the only firm
logistically capable of performance and delivery. The areas to which
the fuel must be delivered can only be reached by river or air, and the
river is now frozen over, and will not thaw until approximately May
2000. Yukon Fuel Co is the only vendor with the facilities and tanks
and an operation serving Galena, Alaska and points beyond. Since Yukon
Fuel Company has this operation in/around Galena, they are the only
vendor who can supply the Service's fuel needs this autumn/winter. The
Service's requirement follows: (1) AVGAS no more than 5,293 gallons
but no minimum purchase promised, to: (a) Alexander Lake at the new
townsite in Galena, Alaska, (b) Huslia, AK approximately 232 river
miles / 68 airmiles from Galena, (c) Ruby, AK approximately 54 river
miles / 35 airmiles from Galena, Alaska. (2) Unleaded fuel not to
exceed 3,291 gallons but no minimum purchase quantity promised, deliver
and fill tanks at the Service's tanks on the Galena Air Force Base. (3)
Heating fuel (Types 1 and 2) not to exceed 3,491 gallons but no minimum
purchase promised to Service buildings in Galena. The Service requires
delivery of fuel on an ongoing basis and delivery shall occur no later
than 48 hours after an order is placed by authorized Service personnel.
The Service shall only pay the Standard Commercial rate for that
geographic area. Firms which feel they have the logistical capability
to perform in accordance with specifications and timeframes above,

award of this simplified action no later than late -December 1999 with
