DSCC ABVS EVALUATION NOTICE SOLICITATION NOTICE TO VENDORS ABVS EVALUATION IMPORTANT ! If you quoted prior to August 1999 on a DSCC solicitation which is still open, certain changes in ABVS may affect your solicitation. A notice was published in the Commerce Business Daily on September 27, 1999, outlining significant changes to be made to the Automated Best Value Model (ABVM). One of the changes is the elimination of separate Center scores. "Center Score" has been replaced with "DLA Score." Under the enhanced Automated Best Value System (ABVS), DLA scores will be based upon a vendor's past performance in all FSCs for procurements throughout the Defense Logistics Agency (DLA). The estimated implementation for this transition is by the end of November 1999. After the transition from Center scores to DLA scores is made, the separate Center scores will not be available. ABVS evaluations will be based on data in effect at time of award evaluation. Therefore, DLA scores will be used for evaluation, even though the solicitation indicates that Center scores will be used. This impacts solicitations issued prior to August 1999 containing the ABVM provision. The August 1999 version of the ABVM provision did not specify evaluation on the basis of Center scores. Nonetheless, all solicitations evaluated after the transition date will be evaluated on the basis of DLA scores. Prior to this transition, Defense Supply Center Columbus (DSCC) will use the FSC and/or Center score in ABVS evaluations. After the transition, the FSC and/or DLA score will be used in ABVS evaluations.
