The Volpe Center plans to procure through Simplified Acquisition procedures, a sole source from Evans Planning Group, Inc., Columbus, OH, to produce the FY2000-2005 strategic plan by designing and facilitating conferences, workshops and discussions of DOT staff and global transportation systems. The contractor must possess expertise in defining scenarios that express current and future trends in all modes of transportation. The assistance by the contractor will conclude by June 1, 2000 and the activities will include process design, a strategic planning process and three executive briefings. Small Business firms classified under SIC Code 8742 that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this publication that they can meet the following criteria: 1. Experience with respect to the DOT FY 2000-2005 Strategic Plan; 2. Experience in U.S. DOT-level and single mode, inter-modal and multi-modal transportation strategic planning and workingwith transportation industry groups and stakeholders on strategic planning; 3. State past performance with the OST Office of Policy, and other DOT agencies (i.e., FRA, FTA, MARAD, FHWA and RSPA). Small Business firms will be required to submit one page of documentation for each criteria listed above prior to receiving a Request for Quote (RFQ). This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Gov ernment not to compete this proposed purchase order based upon responses to this notice received will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement.
