Revolving Fund Division (RFD) has a requirement for a
mailhouse/distribution center contractor to provide mail distribution
of advertising and training materials in support of EEOC's Technical
Assistance Program Seminars (TAPS), and other RFD training projects.
This work will include, but not limited to ink-jetting printed mail
piece (90%), applying labels to envelopes, printed mail piece or boxes
(10%), stuffing envelopes or boxes, merging and purging data,
combining data files to form one data file per job, zip code sorting
data for each job, and CAS certifying data, picking-up materials from
EEOC facilities and delivering finished products to the designated
Washington, DC area post office. The contractor will be responsible for
providing the required personnel to support the direct mailing, and
distribution services. The contractor must provide the accounting and
automation services required to support the direct mailing operation.
Envelopes, data files, and mailing materials will be supplied by EEOC.
The Government assumes no responsibility for the contractor's
property. The Government anticipates award of this contract in the
second quarter of Fiscal Year 2000. The period of performance for the
basic contract shall be from the effective date of contract award
through twelve (12) months with four (4) one year options. During the
base year of the contract, the Government shall order a minimum of
300,000 pieces of mail. During the base year of the contract, the
Government anticipates mailing a maximum of approximately 575,000 to
800,000 pieces of mail. It is anticipated that EEOC will conduct
between 30 and 100 mailings during the base year of the contract. Given
the critical response time associates with each mailing, offerors that
respond to this solicitation must have an office located within a
fifty (50) mile radius of EEOC Headquarters, Washington, DC. Telephone
requests for this solicitation will not be honored. RFP availability
is limited and will be furnished on a first received, first served
basis until the supply is exhausted. All requests for RFP 00-03 must be
