DRAFT SOLICITATION FOR THE PRIVATIZATION OF UTILITY SYSTEMS IN TEXAS The Defense Energy Support Center has posted its Texas Regional Privatization Demonstration Draft Solicitation on its website for industry comment. The Texas Regional Demonstration for Utility Systems Privatization is a joint effort between the Defense Energy Support Center, The Air Force, The Army, and The Navy to privatize the natural gas, electrical, water, wastewater, and heating/cooling utility infrastructure at ten installations located throughout the state of Texas.
