Osterberg, (202) 366-6942 CONTRACT INFORMATION: BROAD AGENCY ANNOUNCEMENT soliciting innovative research proposals from Universities pertaining to Remote Sensing Applications in Transportation. This initiative addresses university research programs leading to the development of an innovative technology base for remote sensing applications in transportation and professional work force development. The research focuses on the following four major areas: 1. The Environmental Assessment: Includes a) Remote sensing applications for assessment of transportation emissions; b) Application of remote sensing to monitor transportation environmental indicators suchas increased erosion, increased runoff, and flooding; c) Use of remote sensing for corridor analysis and planning; and d) Use of remotely sensed data to assess and model the impacts of climate variability and changes on transportation networks; 2. Infrastructure Management: Includes a) Physical inventory of transportation; and b) Infrastructure condition assessment and inspection; 3. Hazards, Safety, and Disaster Assessment: Includes a) Traveler hazard information system; and b) Regional assessment and response; and 4. Transportation Flow Modeling: Includes a) Traffic counting and classification and analysis; b) Intermodal transportation monitoring; and c) Visualization and exploratory data analysis of traffic flow data. DOT is soliciting proposals from lead university institutions with appropriate collaborations or intent to collaborate with other institutions. Each lead university/university consortia is encouraged to submit a proposal on any one of the four (4) major research areas addressed above. All proposals must be submitted to Mr. Warren D. Osterberg, Contract Specialist, Research and Special Programs Administration, ATTN: DMA-30, 400 Seventh Street, S.W., Room 7108, Washington, D.C. 20590, not later than 4:00 PM, Eastern Time, 11/24/99. BROAD AGENCY ANNOUNCEMENT: This Commerce Business Daily (CBD) notice, in conjunction with further announcement details available from the internet address identified above, constitutes the Broad Agency Announcement (BAA) as contemplated by FAR 6.102(d)(2). A formal RFP or other solicitation regarding this announcement will not be issued. NOTHING IN THIS ANNOUNCEMENT SHOULD BE CONSTRUED AS A COMMITMENT BY RSPA TO AWARD ANY OF THE PROJECT AREAS IDENTIFIED ABOVE. Evaluation and selection of proposals for award will be made to those offerors whose proposal is considered most advantageous to the Government. Proposal evaluation will be based on the following criteria, each having equal importance: 1) Research capability of the consortium to achieve innovative advances to the state-of-the-art remote sensing technology, methods, processes, and systems for application to transportation; 2) Potential of the consortium to advance education, training, and professional development; 3) Research plans in the elected area of research focus; and 4) Cost and cost sharing (actual or projected). The funding after the first year for the program will be contingent on annual Fiscal Year appropriations for the DOT program. Currently, it is planned that the DOT annual award to each consortium will range from $500,000 -- $750,000. The Government reserves the right to select for award all, some, or none of the proposals received in response to this announcement. The award process will consist of two steps. In step 1, candidate proposals will be selected for preaward negotiation. The negotiation will address the technical and cost proposals and the consortium partners. These negotiations may result in revisions to the technical projects, project scope, and/or the grouping of institutions in each consortium. In step 2, the selected consortiums will submit final proposals, technical and cost, with negotiated revisions to the proposal for award. It is probable that the number of offerors selected for step 1 negotiations will be larger than the number of consortiums receiving awards in step 2.
