Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation (F26600-00-Q0005) is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. This acquisition is set aside exclusively for small business concerns. The SIC code for this solicitation is 7515. Far 19 classifies small businesses as those that gross equal to or less than $18.5 million annually based on the average of the offeror's past three fiscal years. The item description is as follows: Non Personal Service to lease two (2) 1999 or 2000 4x2, 15-passenger vans for one year with two 12 month option years. The vehicles shall have the following minimum equipment: Air conditioning, heater, radio, automatic transmission, tinted windows and light colored exterior. Lease shall include unlimited miles for each year of the lease and manufacturers basic lease care program (to include emergency roadside service, repairs and services), factory warranty and all maintenance, including oil changes and tire rotations, according to the manufacture's scheduled maintenance plan. The lease shall provide roadside assistance for the life of the lease. The contractor shall provide a replacement vehicle within 24 hours in the event the leased vehicle requires extended maintenance. The Government shall provide daily maintenance and upkeep of the vehicle, such as gasoline, motor oil, antifreeze and similar items as required for day to day operation. The base year shall be from delivery date to one year from delivery date and option years shall include one twelve month intervals after the completion date of the base year. The governments required delivery date is 30 day after receipt of order (ARO). The government will evaluate options for award purposes, by adding the basic year price and all option year prices together, for a total price comparison. Evaluation of options shall not obligate the government to exercise the options. Offerors must submit their offers by 2:00pm PST 5 Nov 99. Late offers will not be considered.
