The United States Agency for International Development(USAID) Mission in El Salvador is seeking applications (Standard Form 171 or OF612) from an interested individual to work under a Personal Services Contract (PSC) as Auditor, Regional Inspector General Office in San Salvador (RIG/San Salvador), to serve as an Auditor dealing with the Central America and Caribbean Reconstruction Supplemental Appropriation. This USPSC Auditor will be responsible for technical direction of financial audits of roughly $300 million in supplemental appropriation funding allocated to activities in Nicaragua, El Salvador, Guatemala, the Dominican Republic, Haiti and Colombia. The Auditor will have significant responsibility for providing training to audit firms and Supreme Audit Institutions (SAIs) who are performing audits on behalf of the OIG. The Auditor will also direct the efforts to two FSN PSC Auditors. The position is available for two years. Applicants may be U.S. citizens and U.S. residents only. Work Objective is to provide expert auditing and management services to RIG/San Salvador on the planning, implementation, monitoring and evaluation of the above described program. This position is critical to the overall success of RIG/San Salvador's strategy for providing audit coverage of the emergency supplemental appropriation. The Auditor will need to be self-motivated, energetic, and results-oriented to perform successfully this position. This position has been classified at a U.S. Government GS-13 level, which has a salary range of U.S. Dollars ($53,793-$69,930) per year. The actual salary of the successful candidate will be negotiated within this range depending on qualifications and previous earning history. The Contractor should have: (1) A university degree with at least 24 hours of accounting. Substantial experience in financial audits of USAID funds may be substituted for the requirement for 24 hours of accounting. An advanced degree in accounting, public administration, business administration, or a related field is desirable. Professional certification as a certified public accountant or a similar certification (by exam only) is also desirable; (2) A minimum of five years of auditing experience is required. Substantial experience in financial audits of USAID funds is desirable; (3) The Auditor must have very strong interpersonal and management skills in order to accomplish the statement of work by working through RIG/San Salvador staff, USAID mission staff, private accounting firms, SAIs, DCAA, and USAID partners. Great analytical skill will be needed to determine how best to implement RIG/San Salvador's audit strategy in a variety of challenging circumstances. High level oral and written communication skills will be needed to promote RIG/San Salvador's audit strategy, encourage teamwork, and make sure that final audit reports are accurate and readily understandable.
