Linda.Glancy@med.va.gov. The VA Pittsbugh Healthcare System is seeking
qualified healthcare providers capable of delivering appropriate
primary care services to veteran beneficiaries in a private hospital,
office or clinic environment in Belmont County, Ohio. It is
contemplated that a single award will be made to a healthcare
facility/clinic qualified to provide primary care services such as, but
not limited to, medical history, physical exam, clinical assessment
diagnosis, treatment, Level I laboratory services as specified, ECG's
and x-rays to qualified veterans in accordance with contract terms and
conditions for the estimated period of April 1, 2000 -- February 28,
2001, with two (2) one-year renewal options. Laboratory specimens for
other than the specified Level I laboratory tests will be collected at
the contractor's facility and forwarded to the VA Pittsburgh
Healthcare System for performance. X-rays will be performed by the
contractor and delivered to the VA Pittsburgh Healthcare System for
interpretation. Physicians providing services under this contract must
be board certified by the American Board of Medical Specialties (ABMS)
in Internal Medicine and/or Family Practice. The area for consideration
for the location of the facilitiy is limited to within the corporate
city limits of St. Clairsville, Ohio (County of Belmont) or no more
than five (5) miles outside the corporate city limits of St.
Clairsville, Ohio. The Government estimates he workload to be 3,300
unique veteran patients with an individual veteran being seen an
average of 2.32 times for a projected total of 7,656 primary care
visits for the Base Year. The offeror will quote a "per member per
month" capitation rate for the Base Year and each Option Year and
submit a written technical proposal addressing these evaluation
factors: Past Performance, Staffing, Management, Accesibility, and
Small Disadvantaged Business Participation Program. The etimated
issuance date of this solicitation is November 15, 1999, and the
estimated due date for proposals is December 15, 1999 (C.O.B.). The
estimated contract award date is March 1, 2000, and the contractor must
be ready to begin contract performance within thirty (30) calendar days
