The U.S. Department of the Treasury, Financial Management Service (FMS), intends to award a sole-source commercial item contract, using simplified acquisition procedures, to Gunther International, 1 Winneden Road, Norwich, CT 06360, based on 41 USC 253(1) of one-responsible source. All reference to a prior CBD synopsis posted on August 20, 1999 under the same solicitation number, FHQ99R52869, is hereby cancelled. This procurement will provide for the purchase of one (1) fully adjustable post-print, intelligent mail inserting and finishing system that will match on both linear and 2-Dimenional barcodes and fold and enclose U.S. Treasury checks and other documents into envelopes for mailing at the Birmingham Debt Management Operations Center (BDMOC). In order to support the expanding BDMOC workload, the system must be capable of processing the new and existing check/document, documents (8 1/2" x 11") only, check with attached stubs (7 3/8" x 13"), or checks (7 3/8" x 3 1/4") only applications at a speed of at least 10,200 finished mail-pieces per hour, consisting of a single document per envelope, running at 85% efficiency. Also required is the capability for field upgradability to accommodate both flat and folded mail. The required Inserting/Finishing System must utilize the exact same barcode configuration as the other Gunther finisher already on site. FMS's applications programs have been programmed to generate and read the proprietary barcode configuration data of Gunther. FMS's current production operations require a system to perform exactly the same as the system currently in place to support the dramatic workload increases due to the expansion of FMS's Debt Collection program and provide for a seamless workflow. To change to a different vendor's Inserting/Finishing System would involve completely modifying the generic FMS barcode module, involving numerous software applications, and those modules at the designated back-up locations. No solicitation is available for this requirement. The estimated award date is November 1999 with an estimated delivery date of January 15, 1999. Responsible sources are invited to identify their interest and capability to respond to this requirement by submitting supportive documentation. Any proposals will be evaluated based on technical acceptability offering the best value to the government.
