COMMERCE BUSINESS DAILY ISSUE OF AUGUST 12,1999 PSA#2408B -- RFI-SPACE TECHNOLOGY PROTECTION REQUEST FOR INFORMATION (RFI). The
Directorate of Developmental Planning, HQ Space and Missile Systems
Center, (SMC/XR) is soliciting white papers in support of future
programs and policy development. This is not a solicitation for
proposals, nor will any contracts be awarded as a result of receipt or
review of submitted white papers. SMC/XR is preparing for a joint
government/industry symposium to present/discuss issues/concerns for
protection of technology, operations and future capabilities for space.
The objectives of the symposium are to provide national level offices
with the practitioners_ perspective of: technology trends; general
technology direction for future systems for 2005 and beyond; projected
capability of US government and industry to achieve technology
objectives/needs in that time frame; specific analysis of the
information, operations, activities and technology that require
protection in future systems; how a future systems protection program
should be structured, considering protection objectives and
acquisition/ operational capability timelines; and management
structuring/organization to actively promulgate/implement protection
directives in future government and commercial space technology
development. White papers are hereby solicited from both government and
industry to address any relevant topics or issues bearing on the above
objectives. Of specific interest will be the submitter_s discussion of
which critical elements of future space and space control technology
require protection, how to protect the critical elements, and general
protection application timelines (from pre-concept development, through
acquisition, to full scale operations, to demilitarization) for a
_type_ technological system/program. Issues impending on future
information assurance and protection policy/procedures for control of
space and space technology which may be addressed include:
international and multinational teaming on major programs and
technology development, resulting in shared ownership of critical
technology; commercialization of current government space operations
and activities; use of commercial _best practices_ in design,
development, engineering, manufacturing and production of future space
systems; the role of government and/or industry in creation of future
space technology, and as an active or passive driver of future space
technology development; federal and private laboratory roles and
contributions to technology development; the future of technology
_push_ and _pull_ in space and space control in government and
industry. Submitters may expand on any of these or other topics as they
desire. The sensitivity of proprietary data on which market strategies
and projections are based is acknowledged. Submittals marked as
_proprietary information_ will be honored and not disseminated to other
non-government participants without the submitter_s specific approval.
Submitters may be selected for participation in the SMC/XR symposium
series _Space Technology Protection Roadmap Workshops_ to be held
between October 1999 and late Spring 2000. POC for more information is

shall be classified no higher than US/NATO SECRET. White papers shall
be received not later than COB 13 Sep 99. Submittal of classified white
papers will be in accordance with DoD approved transmittal methods to
SMC/XRS, 2430 E. El Segundo Blvd, El Segundo CA 90245. Unclassified
white papers may be submitted to the same address via mail, or as
e-mail attachments. The government will not recognize costs associated
