(301)435-0366 The National Heart, Lung, and Blood Institute (NHLBI)
intends to negotiate on non competitive basis with Mr. Andrew C.
Anderson, 10391 Fox Meadow Circle, New Market, MD 21774, to provide
Technical Assistance and Consulting services to the NHLBI and the
Division of Engineering Service (DES) on various stages of renovation
of on construction projects. Mr. Anderson has had 28 years of
experience at the National Institutes of Health (NIH), thirteen (13) of
these years he served as a DES Project Officer on renovation projects
at NIH. Training for Mr. Anderson is not required since he is familiar
with all the renovation regulations and requirements. An award of this
contract to any other source would result in a substantial expense to
the Government that is not expected to be recovered thrugh competition.
The statement of work for this service is as follows: BACKGROUND: The
Division of Intramural Research (DIR), NHLBI, has a number of major
renovation, and construction projects including renovation and
modification of the NHLBI, Nuclear Magnetic Resonance (NMR) facility,
renovations of 15 modules in Building 3, and 2 major laboratories in
Building 10 will be moving into the new Building 50 research facility
in the fall of Fiscal year 2000. While DES has project managers
assigned to each project, the DIR Administrative Officers need
assistance in tracking, managing and monitoring these projects. The
contractor shall provide the following: 1) Track NHLBI renovation
projects and help to keep them on schedule. 2) Review NHLBI design
drawings for constructability. 3) Assist in the preparation and/or
expedite the NIH paperwork required for change orders to keep DIR
projects moving. 4) Provide interface between the researchers, who will
occupy the renovated space, the contractors, the DES project officers,
and the principal Administrator Officer of DIR. 5) Provide additional
site inspections to insure the quality of work and compliance with the
specifications. 6) Assist in the preparation of government cost
estimated and review contractor cost proposals. 7) Attend weekly
progress meetings, present status reports on progress of individual
projects. 8) Advise Project Officer of potential claims or field
conditions requiring changes or leading to potential delays and make
recommendations to Administrative Officer and Project Officer. 9)
Attend acceptance walk throughs, record deficiencies and compile punch
lists. 10) Monitor punch list work, strike-off and record completion
of punch list items and advise Project Officer and Administrative
Officer of progress on punch list. 11) Coordinate with researchers
moving into newly renovated areas. PLACE OF PERFORMANCE: The work will
be performed at the National Institutes of Health, 9000 Rockville
Pike, Bethesda, Maryland 20892-2045. PERIOD OF PERFORMANCE: The period
of performance is from September 26, 1999 through September 25, 2000.
This acquisition is being conducted under simplified acquisition
procedures and is exempt from the requirements of FAR Part 6. The
Standard Industrial Classification (SIC) Code is 8741, Size Standard
$5.0 Million. This notice of intent is not a request for competitive
proposals. Interested parties may identify their interest and
capabilities in response to this requirement. The determination by the
Government not to compete the proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct future competitive procurement.
