Background "T-38 PROPULSION MODERNIZATION PROGRAM (PMP) SOURCES SOUGHT
SYNOPSIS. This is an update to a Sources Sought Synopsis published in
the Commerce Business Daily (CBD) on 10 May 99. Sources are being
sought for T-38 new inlets and bulkheads under the PMP. The Government
anticipates a Commercial Off-The Shelf (COTS) upgrade of the inlets
and bulkheads with the potential of non-developmental missionization.
This PMP upgrade is to provide the capability for the T-38 to train
bomber/fighter pilots until 2040. Based upon the feed-back from the PMP
Industry Day on 22 Jun 99, the Government requests additional
information to help in developing the acquisition strategy for the PMP.
This is a request for information only. This is not a Request for
Proposals; we are only requesting Industry feedback on an aspect of the
PMP acquisition strategy in light of recent changes in small business
regulations. The Air Force will not pay for information received in
response to this Request for Information. While your responses may
affect the ultimate acquisition strategy, no proprietary or sensitive
information will be shared among potential offerors. Current PMP
strategy includes one (1) contractor being awarded a contract with
total responsibility for delivery of the complete ?kit?. This does not
preclude any ?teaming? efforts whereby separate suppliers may provide
individual pieces of the kit. Recently, the Small Business
Administration (SBA) revised their regulations on size standards (13CFR
121) to exclude certain joint venture and teaming arrangements from
SBA?s affiliation rules. Essentially, these changes allow small
businesses to form joint ventures and teaming relationships without
regard to capability of any of the individual small businesses to
perform as prime contractors. As such, the Air Force needs to determine
if any potential offerors are planning such joint ventures or teaming
relationships for the T-38 PMP competitive sourcing. Please answer the
following questions if you plan to form a small business joint venture
or teaming relationship: (1) Who are the members of the joint venture
or team? (2) What is the exact nature of the business relationship
among the team or joint venture members? (3) What are the joint
venture?s or team?s capabilities to perform 51% of the workload? Your
statement of capabilities should include, as a minimum, the following
items: (a) Contract references relating to manufacture of inlets and
bulkheads, both military and commercial applications. Please include
contract number, agency supported, whether or not you were a prime or
a subcontractor, period of performance, original contract value,
technical monitor and phone/fax number, PCO with phone/fax number, and
a brief description of how the contract effort relates to this
solicitation. (b) A short statement of team or joint venture
organization, management structure, and responsibilities among the
members. (c) Description of your ability to manage the entire project
including ability to recruit and retain qualified PMP technicians.
Include a brief description of your quality control procedures (d)
Description of your ability to provide integration support of the kits
if the Government elects not to be the integrator. The capability
package must be clear, concise, complete and submitted to the
Contracting Officer noted above no later than 30 days after the date
this is published. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
