NASA/ARC plans to issue a Request for Quotation (RFQ) for One (1) Genetic MicroSystems Array Scanner, Model No. GMS 418, that must function with the existing Genetic MicroSystems Arrayer, Model No. GMS 417. The scanner will monitor the fluorescence coming from the material samples in the arrayer in two wavelengths simultaneously at about 530nm and 630nm. The scanner will be used to conduct basic scientific research, in support of astrobiology studies, to develop an advanced biosensor for DNA sequencing. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the items from Genetic MicroSystems, Inc., of Woburn, MA on a sole source basis pursuant to FAR Part 13.106-1(b), based on the company's development of the existing Arrayer and the scanner's capability to interface 100% with the arrayer. The Government intends to acquire a commercial item using FAR Part 12. SOLICITATION IS NOT AVAILABLE. Interested firms have 10 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 10 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
