Commander, Naval Special Warfare Group One intends to issue a sole source pruchase order to Lambda EMI Neptune for eight (8) Battery Chargers. These battery chargers shall be used support the new Advanced SEAL Delivery System (ASDS). The reason justifying the lack of competition is that the Lambda EMI Inc battery chargers are the only battery chargers that are 100% compatable with the established ASDS operation. The Naval Sea Systems command (NAVSEA) competitively awarded the ASDS contract two years ago. The power system chosen for the ASDS utilizes the Northrup Grumman Corp. designed battery system. The charging system for this power system was developed around the specifications of the charger manufactured by Electronic Measurements inc. item Model No. ESS 350-40-11-D. The following are the required specifications of the Lambda EMI battery charger: The battery charger shall be a 15 kilowatt, 0-350 volt, 0-40 amp, 150m VRipple (p-p), 3-phase, 50-50Hz input, contain a built in OVP, PVC, digital meters, a softstart AC inrush filter and be capable of maintaining a power factor of at least 0.93. The battery charger shall include the following minimum output characteristics: Regulation to 0.1%, a stability factor of 05% an efficiency rating of 85-91%, a transient response time of 650 microseconds given at least a 30% load change and an operating temperature of between 0-50 degrees celcuis. The battery charger will contain th minimum protective safety features: over voltage, over temperature and over current interkocks which are capable of shutting down the operating system. the size of the battery charger is required to be no larger than 19"W x 8#/4"H x 22"D and weigh no more than 105 pounds to conform to the current installed operating system which the battery charger would be supporting. The power has been NAVSEA approved and utilizes th Nothrup Grumman Corp. battery system made uo of a series of complex silver zinc cells at a cost of $ 1 million per set. Due to the high cost and the complexity of resaerch and configuration requirement-including system development, drawings, wiring harness, plug configurations and physical placement-the charging system was developed around the Electronic Measurements inc., Model No. ESS-350-40-11D, any proposed product must be able to compete with this component on an equivalency basis interms of minimum technical and size requirements. Commercial procedures as outlined in FAR Part 12 and in conjunction with FAR Part 13 are applicable. The Request for Quotation will be issued 08/16/99. The closing date is 08/27/99. The award date is 09/03/99. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit quotes> This notice of intent is not a request for competitive quotations. However, all quoataions received by closing date of the Request for Quotation set forth above will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon response to this notice is soley within the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
