PRESOLICITATION NOTICE: Period of Performance is 1 Oct 2000 -- 30 Sep 2001. Four one-year options may be awarded. SIC 8711, Size Standard is $20,000,000.00. This acquisition is a Small Business Set-Aside. Only companies, including their affiliates, with an average annual receipt of $20,000,000.00 or less during the last three completed fiscal years are considered small. An Award will be made using Two-Step Sealed Bidding procedures in accordance with FAR 14.5. Under Step 1, offerors are to submit a technical proposal only. Price or cost estimates are NOT included in Step 1. An Invitation for Bid will be issued under Step 2 to those firms whose technical proposals have been determined to be acceptable. The Request for Technical Proposal (RFTP) and Performance Work Statement (PWS) will be posted on the ASC Preaward Information Exchange System (PIXS) at Wright-Patterson Air Force Base, Ohio (http:www.pixs.wpafb.af.mil/pixslibr/99B9003/99B9003.asp). This procurement is part of a Government cost comparison to determine whether accomplishing the specified work under contract or by government performance is more economical. The offeror with the lowest bid will be compared to the Government bid, and award will be made to the bidder whose offer is the most advantageous to the Government. If the Government is determined to be the most advantageous offeror, the solicitation will be canceled and award will be made to the Government. This acquisition includes the following five key areas: 1. Facilities Management. Provide care, custody, and protection of real property assigned to AFRL. 2. Displays. Provide visual information services in support of the AFRL to Wright Research Site (WRS) customers to include design, display production, and displays deployment. 3. Library/ Technical Editing. Manage and operate the AFRL technical library and technical editing services supporting the WRS. 4. Research and Development(R&D) Technical Support. Supports development of leading edge research of highly advanced, affordable technologies for sensors, propulsion systems, materials, and aerospace structures capable of ensuring future air and space superiority. 5. Logistics Materiel Control Activity (LMCA). Manage the AFRL Human Effectiveness (HE) LMCA program. To include equipment accounts, assist in inventories, shipping, storage, and intra-organization transport. There are a total of 127 government authorizations in the study.
