E-MAIL: Click here to contact Frank Bowen, frank.bowen@fema.gov. The Federal Emergency Management Agency has a requirement for Plastic Sheeting in support of FEMA's disaster support mission. This procurement is to: (1) procure sufficient plastic sheeting to achieve and maintain a critical stockage capability at FEMA's national storage sites, and (2) achieve a delivery surge capability if needs surpass FEMA's stockage during disaster operations. Delivery requirements will require contractors with sufficient capacity to produce up to 1000 rolls of sheeting meeting specifications and delivery requirements, every day for up to 20 days in the event of a disaster. The requirement is for the production/manufacturing of plastic sheeting and subsequent shipping of the sheeting to locations designated anywhere in the Continental United States (CONUS). The plastic sheeting will be required to provide temporary roofing for damaged homes and businesses. The Government may select more than one contractor for award to ensure FEMA's readiness posture to support the Federal Government's critical temporary roofing mission during disaster operations. This procurement is synopsized on the basis of a small business set-aside (see numbered Note 1). The applicable SIC code is 3089. The contract type will be Indefinite Delivery/Indefinite Quantity with Delivery Orders to be issued on a Firm Fixed Price per roll basis. This synopsis is for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Part 12 and FAR 15. The applicable SIC Code is 3089 and the small business size is 500 employees. FEMA intends to procure 20,000 rolls initially to backfill its storage. It is anticipated that the contract(s) awarded will include liquidated damages for delay of delivery or deviation from specifications. It is anticipated that the Government will make award(s) based on Low Price Technically Acceptable procedures as described in FAR 15 re-write. The period of performance for the resulting contract(s) will be a base year plus four twelve (12) month options. It is anticipated that the solicitation will be released during August 1999, along with detailed specs and evaluation factors.
