The USAID is contemplating a sole source award to Mary Kilgour for services relating to the development, implementation and evaluation of the New Entrant Professional Training Program scheduled to commence in September 1999. This effort is to be founded on the new promotion and tenure precepts recently developed under Purchase Order HNE-O-00-98-00190-00 by Mary Kilgour. In general, the contractor will be responsible for the following: 1) development of general and backstop-specific competency lists; 2) development of individual development plans; 3) development of the coach/mentor training program; and 4) evaluation of the pilot NEP training program. The Government anticipates issuing one purchase order for a contract period of approximately fifteen months to meet this requirement. There is no solicitation available.
