IAW a commercial Activities Proposed Action summary (CPAS) announced to US Congress on 4 August 1998, the US Army is conducting a review IAW the Office of Management and Budget (OMB) Circular No. A-76 entitled "Performance of Commercial Activities" at the Sierra Army Depot, Herlong, California. HQ IOC intends to issue solicitation DAAA09-99-R-2067. This solicitation will be issued on full and open competitive basis. This will be a firm fixed price contract including a transition period (beginning and exit) one-year contract with four (4) one-year options. It is anticipated that this effort will be issued subject to availability of funds on a short of award basis. It is anticipated that the solicitation will be issued on or about 23 August 1999 as one solicitation. Closing date on or about 23 October 1999. The presolicitation conference and site-visit anticipated 31 August 1999. One solicitation will encompass the following functions: Engineering Plans Service, Utilities, Equipment Management and Maintenance, Buildings and Grounds, Environmental, Automation Support, Communications, Miscellaneous Admin positions and the Demilitarization of Ammunition (open burn/open detonation) in the following families: FP (pyrotechnics/illumination/non frag/tracers); HB (HE bombs); HII (improved conventional munitions); HXM (blasting caps, time fuse, det cord, etc); PCB (propellant charges & increments -- bag/sheet); PDR (rocket motors); HIC (cluster bomb units); HH (HE depth charges and underwater munitions), and transition periods.
