703/602-7517 The Naval Sea Systems Command intends to modify Ingalls
Shipbuilding, Inc.'s Basic Ordering Agreement (BOA) N00024-95-G-2808
for Post Shakedown Availabilities (PSA) for DDG 51 Class Destroyers to
include assistance to Pearl Harbor Naval Shipyard (PHNSY) to plan and
accomplish the DDG 77 USS O'KANE PSA and to include efforts of
advanced planning for the DDG 80 USS ROOSEVELT PSA. The DDG 77 PSA is
scheduled to be accomplished in the ship's Pearl Harbor, Hawaii
homeport during a ten week period commencing approximately 21 February
2000. In accordance with the Navy's policy of performing short
duration availabilities in the homeport, PHNSY will accomplish part of
the PSA. PHNSY, because of the extreme workload constraints, cannot
perform more than minimal temporary-services and logistical efforts in
support of the DDG 77 PSA. Only Ingalls has the vast experience,
knowledge and expertise as a DDG 51 Class building yard to successfully
plan, engineer, liaison and execute the remaining portion of the PSA
and assist PHNSY in performing and accomplishing these complex, short
term, compressed schedule PSAs in time to met the ship's accelerated
deployment. The DDG 80 PSA is scheduled to be accomplished at Ingalls
in Pascagoula, Mississippi during a sixteen week period commencing
approximately 15 January 2001. Under the above efforts, Ingalls will
provide: engineering support in the form of work specification
preparation, on-site resolution of technical issues, craft liaison
support and material identification; all necessary material for
accomplishment of work specifications; shipping and receiving services
and coordination of material kitting issuance to the trades;
accomplishment of overall PSA milestone planning as well as detailed
production planning of all individual work items to support PSA
milestones; craft labor on-site in Pearl Harbor to execute the detailed
plan for DDG 77; and incorporation of DDG 51 Class lessons learned and
shipbuilding expertise into all planning and execution efforts. The
Administrative Contracting Officer (ACO) will issue one or more orders
under Ingalls' existing BOA N00024-95-G-2802 for all efforts. See
