of Health, through this procurement, seeks to improve the response time
for acquiring autoclaves and total maintenance and repair services for
existing autoclaves by awarding a Source Selected, Non-Mandatory,
Indefinite Quantity, Indefinite Delivery contracts for the NIH, DHHS
and the Federal Government. The objective is to award several contracts
for acquiring a wide range of goods and services at fair and reasonable
prices for the Institutes and Centers of the National Institutes of
Health, components of the Department of Health and Human Services, and
other Federal agencies. For the maintenance services, the contractor
will bid, as a line item, full service maintenance and repair on each
individual autoclaves listed in the current NIH inventory. This will
require that the contractor furnish all of the necessary
trained/experienced personnel, labor, tools, supplies, materials,
parts, and equipment required to provide preventive maintenance
inspections, repairs, and call-back repair services for each autoclave
under this contract. The contractor will be responsible with his
preventive maintenance plan and quality control program to ensure all
of the autoclaves covered under this contract operate with maximum
dependability and efficiency. Early detection and correction of
deficiencies, proper repair and use of test equipment to prevent
equipment damage will be embedded in contract performance during
repairs, scheduled or unscheduled maintenance inspections. The
maintenance services for the existing autoclaves will be bid as one
lot. In addition to the maintenance service contracts for the existing
autoclave inventory, the contractor will provide the same service at
the same price for similar autoclaves added to the contract
requirements. There should be two groups for this purpose, one for
laboratory size and one for bulk size. The laboratory size is an
autoclave with a door size equal to or less than 36" by 36" and the
bulk size will have doors greater than 36" by 36". The contractor will
also be requested under this contract to install new and/or modify
existing autoclaves. The work will be done on a time and materials
basis and the contractor will be required to furnish all the necessary
trained/experienced personnel, labor, tools, supplies, materials,
parts, and equipment required to install new autoclaves, remove and
replace existing autoclaves, and/or modify or upgrade existing
autoclaves. The contract should also allow the purchase of autoclaves
and other medical sterilizers. The Sic code for this acquisition will
be 3826, Standard Industry Code $500,000. The contracts will consist of
a base year with nine (9) option years and is not subject to the
Service Contract Act of 1965. The approximate issue date for this
solicitation will be on or about July 30,1999. And the closing date
will be August 30, 1999. The RFQ will be available on the internet at

or about September 29, 2000. A pre-proposal conference will be schedule
for August 13, 1999, at 10:00 a. m. in Training Room 1W77 at Building
13, 9000 Rockville Pike, Bethesda, Maryland. This meeting will afford
potential bidders to clarify and discuss all questions and concerns
prior to the submission of their proposal. If unable to attend the
