Correction to Include-Analysis of Bulk Sampling with Air Sampling

965-8083 The Social Security Administration (SSA) requires the services
of a contractor to provide all labor, material and supervision to
provide service for laboratory analysis of asbestos air and bulk
samples using Phase Contrast Microscopy (PCM), Transmission Electron
Microscopy(TEM) and Polarized Light Microscopy(PLM) methods, and
oversight and guidance for asbestos related projects. The contractor
must have technical capability and personnel to provide these services
or to oversee the subcontracting of services. Air samples will be
collected by the contractor for purpose of determining airborne
asbestos content and levels in Federally-owned or leased properties
occupied by SSA employees in Baltimore, MD. The contractor shall
analyze samples collected by its industrial hygiene component or
samples submitted directly to the laboratory by SSA. With respect tothe
industrial hygiene services, the contractor shall supervise the
collection of air samples, for ensuring proper packaging of the samples
and shipment to the laboratory, and for maintaining appropriate records
and reports. The contractor shall provide complete analytical services
for the laboratory analysis of bulk materials for suspected ACM and
subsequent reporting of results. Offerors must be accredited by the
American Industrial Hygiene Association and by the National Voluntary
Laboratory Accreditation Program. The term of the contract is expected
to be for a basic year(12 months) and four 1-year option periods. This
acquisition will be subject to part 12 of the Federal Acquisition
Regulation (FAR) regarding the acquisition of Commercial Items, to FAR
Part 13.5 regarding the Application of Special Simplified Procedures
for Certain Commercial Items, and to the Principles of past performance
evaluation as covered by FAR 15.304. The Government will evaluate
quotes for the "best Value" based on price, experience, and past
performance. The acquisition will also be subject to the conditions of
the Service Contract Act. The resultant contract will be a firm,
fixed-price contract. This is a 100% small business set-aside.
Solicitation No. SSA-RFQ-99-3940 will be available on or about July 23,
1999. The RFQ will be available for download in electronic form on
SSA's Internet Home Page at URL http:/www.ssa.gov/oag/oagl.htm.
Interested parties may also receive the RFQ by mail if unable to
download from the Internet. Request for the RFQ may be sent via telefax
on (410) 966-1261. No telephone request will be honored. Notice is
given that the RFQ cover page, SF-1449 Solicitation/Contract/Order for
Commercial Items, and the Wage Determination will not be available by
electronic download in electronic form. Persons intending to submit a
quote may contact the Contract Specialist to obtain these documents.
