in the CBD on June 3, 1999, is hereby modified to amend the
specifications and extend the deadline for receipt of quotes. The
synopsis is provided in its entirety as follows: This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The solicitation number is
53SBNB960087 and is being issued as a Request for Quotation (RFQ) using
Simplified Acquisition Procedures. This action is unrestricted. The
Standard Industrial Classification (SIC) Code is 3826. The small
business size standard is 500 employees. The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-11. The National Institute of Standards
and Technology (NIST) has a requirement for oneFourier Transform
Infrared Spectrometer for gas analysis to include installation. The
design, physical, and performance characteristics of the spectrometer
shall include the following: (1) General Specifications: (a) resolution
of 0.125 cm-1 (triangular apodization), or better; (b) operation in the
mid-infrared region (500 cm-1 -- 7500 cm-1); (c) DTGS detector; (d) MCT
detector -- D* approximately 3x1010; KBr beam splitter with Ge coating;
(e) purged or sealed interferometer chamber; (f) purgeable sample
chamber; and (g) spectrometer must be capable of interfacing with
external samples and detector. (2) Software Specifications: (a) system
must include comprehensive sofware packages to drive instrument and
perform extensive quantitative data analysis of gas mixtures; (b)
software must be capable of importing from and exporting to the JCAMP
file format; (c) software must provide help function which aids users
developing methods of analysis and integrated diagnostics to help
improve the method used; (d) software must include the following
quantitative analysis methods: Beer's Law, Classical Least Squares, and
Partial Least Squares; (e) software must be capable of building macros
for automated data acquisition and immediate data analysis; and (f)
sofware must be compatible with NT 4.0. (3) Gas Cell Specifications:
(a) variable path length gas cell (up to 1 m path) with temperature
control and low volume; (b) cell heatable to 200 degrees C; (c)
temperature control unit to heat cell; (d) gold coated mirrors (passive
to high concentrations of NO and NO2); (e) section between
interferometer and gas cell must be purgeable; and (f) and must be able
to access gas sample cell inlet and outlet without affecting purge. (4)
Detailed Specifications: (a) 100 percent transmittance line stable to
within 0.5% under the following conditions-lab temperature stable to
within 0.5 degrees C, MCT detector, at 3750 cm-1, and over eight-hour
period; (b) peak-to-peak noise from 2000-2100 cm-1 in transmittance
less than 0.001 under thefollowing conditions-0.5 cm-1 resolution, MCT
detector, 2 mm aperture or smaller, 1 minute average time for
background and 1 minute average time for sample, and with 1 m gas cell
path length. Required delivery is FOB Destination (Gaithersburg, MD)
within 75 days after date of award. All shipping charges shall be
included in the quote. Quoters shall provide the information required
by the provision at FAR 52.212-1 with their quotation. This provision
may be found at the Internet site www.arnet.gov/far. Selection and
award will be made to the lowest priced, technically acceptable quoter.
Technical acceptability will be determined from information submitted
by the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement. All responsible
sources may submit a quote which shall be considered by the
Government. The following FAR clauses apply to this acquisition:
52.212-4, Contract Terms and Conditions -- Commercial Items; and
52.212-5(a) -- Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items. The following
additional FAR clauses, which are cited in 52.212-5(b), are applicable
