The purpose of this amendment is to provide the installation site drawings, list of site visit attendees and respond to inquiries not previously addressed. Clarifications: (1) Synopsis solicitation N00178-99-R-2041 calls for an Internal Maintenance Bypass switch and an External Maintenance Bypass switch. The internal switch is to allow for routine maintenance but may not bypass the entire UPS system. The External Bypass switch bypasses the UPS system in case the UPS system goes down, power can still be supplied to the equipment normally feed by the UPS. The Government preference is that both of these bypass switches be internal to the UPS system but will accept a wall mount for the External bypass switch that bypasses the entire UPS system. (2) The distance from each of the UPS locations to the nearest ACC exit for the Load Bank location is 100 feet or less. (3) As stated during the site survey, the Government will accept either a 400 amp or 600 amp External bypass (entire system bypass), but the onusis on the offeror to demonstrate technical compliance which includes justification as to how they selected the size of the bypass. (4) Additional wiring clarification for the 125kVA units provided during the site visit -- If the offeror proposes a 400 Amp Maintenance Bypass switch there will be no overhead runs required from the electrical rooms to the rooms where the UPS systems will be located. The following work would be required in the electrical rooms for each of the two 125kVa UPS systems: Step 1 -- Remove two 225 Amp circuit breakers; Step 2 -- Install one 400 Amp breaker; Step 3 -- Route electrical cables from both 225 Amp circuit breakers (removed in step 1) to the 400 Amp breaker . If the offeror proposes a 600 Amp Maintenance Bypass switch there will be overhead runs required from the electrical rooms to the rooms where the UPS systems will be located. The following work would be required in the electrical rooms for each of the two 125kVa UPS systems: Step 1 -- Remove two 225 Amp circuit breaker breakers; Step 2 -- Install one 600 Amp breaker; Step 3 -- Run new electrical cables (offeror to provide recommended size and composition as part of proposal) and conduit (metallic tubing) from the 600 Amp breaker (installed in step 2) to the location of each 125kVa UPS systems. This overhead cable/conduit run will be (Room 108) 165 feet and (Room 128 feet). (5) The 40 kVa UPS will require no work in the electrical rooms or overhead runs. (6) Once again you are reminded that this is a best value procurement and factors other than low price will be considered in making the award. Drawings: The drawings that are being provided are not to be interpreted as exact to scale drawings, they are being provided as a courtesy to show general location of the UPS and available workspace for installation. The synopsis/solicitation contains the maximum dimensions. If able to read, each of the dots represents approximately 2 feet. Specific drawing Notes: Rm 108 -- 23 inch floor clearance, no overhead wiring allowable, wiring shall be under the flooring. If the offeror should choose to propose a wall mount external bypass switch, the wall mount will be located in the space indicated by WM. Rm 108A -- 4 inch floor clearance, 23 inch ceiling clearance, wiring allowed overhead. If the offeror should choose to propose a wall mount external bypass switch, the wall mount will be located in the space indicated by WM. Rm 128 -- 23 inch floor clearance -- *(1TP11) and *(ITP12) are the power panels to be utilized. One pipe into top of panel allowed. Note that these panels are sitting on concrete. If the offeror should choose to propose a wall mount external bypass switch, the wall mount will be located in the space indicated by WM.
