Postal Service is soliciting proposals to upgrade the electrical switchgear distribution equipment at the Bulk Mail Center in Springfield, MA. Work includes, but is not limited to, asbestos removal; electrical demolition; substation removal; and other related work. The estimated cost of the work is between $2,000,000 and $3,000,000, with completion within two hundred eighty (280) calendar days after receipt of notice to proceed. Actual construction is to start on February 1, 2000 and shall take no longer than 120 calendar days. However, contract award will take place September of 1999. The time period prior to construction start will be utilized for submittal review, project scheduling, and parts procurement. Sealed offers will be received in this office prior to, but no later than, 4:00 p.m. on August 6, 1999. Offers will not be publicly opened. The number of offers received, the identity of the offerors, the amount of any offer, or relative standing of the offerors WILL NOT BE DISCLOSED TO ANYONE until award of contract is made. The general contractor must have a certified and licensed asbestos/lead abatement subcontractor as part of their team. Contractors will be required to complete a qualification statement to be considered for award of this project. Primary factors to be considered are: price; project management -- safety plan, proposed work plan, quality control, quality management, and number of personnel to be assigned to the project; construction experience -- contractor must have been in business for at least five (5) years and provide examples and references of projects similar in size and scope to this one; subcontractors and relative experience, including documentation of certified and licensed asbestos/lead abatement subcontractor; financial capability; technical capability; and MBE participation and commitment. Proposal documents, plans and specifications will be available o/a July 2, 1999 at a cost of $35.00 per set (non-refundable) from the Facilities Service Office, U. S. Postal Service, 6 Griffin Road North, Windsor, CT 06006-0300. Only certified checks or money orders will be accepted, made payable to the Disbursing Officer, U. S. Postal Service (Reference Solicitation No. 082530-99-A-0149). Plans may be inspected at the issuing office and information regarding their availability may be obtained by contacting Catherine Delasco at (860) 285-7191.
