solicitation. The National Headquarters of the U.S. Geological Survey
(USGS) is seeking sources that can provide a Training Management
System that is capable of tracking all instances of employee,
contractor or volunteer training, including training from vendors and
in-house training developed by USGS employees. The system must capture
information at one point of entry including: name of individual taking
the training, name of vendor, description of training taken, type and
purpose of training, training dates, information on all related costs
and misc. other relevant information. This system is intended to
replace the current manual paper process which requires completion of
the SF-182. The system will be used to obtain approval for training
through automatic workflow including registering students with the
vendor and obligating funds in the financial system. System will record
training experiences for 12,000 employees nationwide, report training
information to management, and fill external requirements such as EEO.
System must be capable of obtaining training costs at various
organizational levels. Must be capable of tieing organizational goals
to training requirements and input of employee feedback after training.
System must be WEB-enabled with Lotus Notes Domino R5 (Lotus not
mandatory) with a back end Oracle database as the preferred operating
environment. Commercial literature is desirable, but vendors are also
requested to include a narrative in each response which includes a
description of hardware requirements. Also, costs should be addressed
and somewhat detailed, including the cost of the software, training to
use the software, and the cost per man-hour for modifications to the
software. State if there are maintenance or license costs. Information
