70 -- GENERAL PURPOSE INFORMATION TECHNOLOGY EQUIPMENT SOL DE-RP65-99WJ12346 DUE 081399 POC Frances Gutierrez, Contract Specialist 970.490.7208 It is the intent of Western Area Power Administration (Western) Rocky Mountain Regional Office to solicit and negotiate with only one source, Softsmith's Inc., under the authority of FAR 6.302-1, for the purchase of Electricity Transaction Management Systems (ETMS). ETMS is a software package that manages tags for the electrical industry in accordance with both the Western Systems Coordinating Council (WSCC) e-mail and North American Energy Reliability Council (NERC) electronic tagging specifications. ETMS automatically verifies reservations on the OASIS server for each tag and then creates a managed schedule based upon the information within the tag. This functionality is provided through an integrated, single database, tagging, and scheduling management system. ETMS will be a full turnkey system including hardware, installation, software, seat licenses. This notice of intent is not a request for competitive proposals. If no affirmative responses are received within 45 days after publication of this notice to effect that a comparable source is available, an order will be placed with Softsmith's Inc.
