States Army Yuma Proving Grounds (USAYPG), Yuma, Arizona, intends to
negotiate a contract with Cyra Technologies, Inc., 1314 Oakview,
Columbus, OH 43235 for one Cyrax 2400 -- 3D Laser Imaging System on an
other than Full and Open competition basis. The Cyrax System is a
portable, auto-scanning laser system coupled with 3D modeling software
that accurately and rapidly measures, visualizes and models 3D
objects, structures and surfaces (terrain, features, etc.). The System
provides a compelling alternative to conventional measuring and
modeling methods. The Cyrax offers advantages over traditional mapping
(optical, robotic, RTK GPS, etc) systems, imaging, close-range and
aerial photogrammetric methods. The system automatically sweeps a
pulsed laser beam over a wide area, measuring natural and man-made
surfaces as speeds up to 800 points/sec and at ranges up to 100 meters.
Each 3D-point measurement is accurate to 6mm and the spacing between
adjacent points is selectable to lmm. Detailed 3D geometry of exposed
surfaces is remotely captured in the form of dense, accurate3D-point
clouds. The system's software then directly processes the 3D-point
clouds into wire meshes or TIN (Triangular Irregular Network) 3D
virtual modes, and 3D GIS objects for applications such as target or
test scene rendering into a 3D geometrically correct test environment
for modeling, simulation, planning and engineering applications at
USAYPG. This requirement is under the Purchase Request and Commitment
(PR&C) Number W81R8T-9180-0026. Pursuant to FAR Part 12 and 13 this
acquisition will be issued under the Simplified Acquisition Procedures
(SAP) for a commercial item, as a 100% small business set-aside. The
Standard Industrial Classification (SIC) is 3577 with a size standard
of 1,000. This system will have a quantity of one (1) each: (1) 3D
Scanner; (2) Power Supply; (3) Battery Pack; (4) Tripod; (5) Pentium
Laptop Computer pre-loaded with Windows NT and the Laser Scanning
Software Module; (6) CGP Software-Modeling, Registration, Visualization
& Query (CVQ) and Simulation Software License with 90 days warranty;
and (7) Training at YPG for three (3) personnel. Training dates will be
announced at a later time. Responses other than the above source may
identify their interest and capability to perform the requirement by
submitting a proposal in writing. Proposals shall include complete
mailing address, point of contact, phone number, facsimile number and
business size. Responses shall be received by 2:00 P.M. on 06 July
