The US Army Communications Electronics Command (CECOM) intends to procure 12,800 each Compass, Unmounted Magnetic Lensatic to be manufactured in accordance with Statement of Work entitled " Compass, Magnetic, Unmounted, Lensatic". This acquisition will involve a firm-fixed-price effort via an unrestricted Invitation for Bid (IFB) with four (4) 100 percent increase option provisions. The solicitation will contain a "Special Standards of Responsibility" requirement, to consist of a valid and current US Nuclear Regulatory Commission (NRC) or Agreement State specific license for the receipt, possession, use or transfer of radioactive material, and an NRC "E" license which authorizes manufacturers and/or distributors to distribute these products to persons totally exempted from licensing requirements and must meet specific requirements of 10 CFR Part 32, including product quality assurance (QA) and radiation testing, marking and labeling requirements. This requirement is mandatory if radioactive materials are utilized in the production of this compass. Award will be made to the lowest priced responsive, responsible bidder.
