plans to issue a Request for Quotation (RFQ) for one (1) Charge
Distribution Analysis (CDA) demonstrator instrument and associated
software. The performance of the CDA demonstrator instrument will
demonstrate that the CDA technology is ready to develop the catalysts,
semiconductor applications, and software suitable for deployment on a
Mars lander. This procurement is being conducted under the Simplified
Acquisition Procedure (SAP). NASA/ARC intends to purchase the items
from Phytron Instruments, Inc. 986 Leonello Avenue, Los Altos, CA
94024, under the authority of FAR Part 13.106-1(b)(1). This
instrumentation is a derivative of a unique proprietary and patented
design by the vendor. Features include autonomous Charge Distribution
Analysis (CDA) measurement capability for Mars research to determine
the cause and characteristics of the oxidized and highly oxidizing Mars
soil. Its operation will be made platform-transferable between
Macintosh and PC-based computer systems using LabVIEW as the
cross-platform data acquisition and evaluation language. The Government
intends to acquire commercial items using FAR Part 12. Interested firms
have 10 days from the publication of this synopsis to submit in writing
to the identified point of contact, their qualifications/capabilities.
Such qualifications/ capabilities will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after the 10 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Oral communications are not acceptable in response to
this notice. All responsible sources may submit an offer which shall
be considered by the agency. An ombudsman has been appointed. See
