The purpose of this project is to upgrade the Portland P&DC HVAC system and controls. 2.Work includes the following elements: a. Demolition of selected air handler units, selected ducts, VAV boxes, and other work as shown on the plans. b. Abatement of asbestos in selected work areas. c. Abatement of lead paint in selected work areas. d. Installation of new ducts. e. Installation of new air handler units. f. Installation of new DDC controls. g. Removal and replacement of suspended ceilings. Installation of new suspended ceilings in some areas. h. Supply "as-built" Drawings including AutoCAD 14 or later format drawings on disk. i. Provide training and O & M manuals for all equipment and controls. CONTRACTOR USE OF SITE 1. The USPS will occupy and use the building and site during all Work. a. Conform to USPS required work hours for various areas. b. Construct Work in stages to accommodate USPS's occupancy requirements during the construction period, coordinate construction schedule and operations with USPS and A/E. 2. All Contractor and Subcontractor staff and employees who will be on the site for more than 9 days during the course of the work will complete a background investigation and drug screen. No contractor employee who fails the drug screen test or for whom any of the boxes on the Appendix form are "checked" will be allowed to work on USPS property. 3. Contractors should assume that all painted structural metals on the site contain a significant but unknown percentage of lead-based paint. Contractors will include costs of proper removal and disposal lead-based paint in the immediate work area where cutting, grinding, welding, or similar activities are required in the base bid of the contract. See the specifications. REQUIRED PREPROPOSAL SITE OBSERVATION: 1. Due to the complexity of the project and crowded working conditions plus security considerations, all General Contractors, HVAC Subcontractors, Controls Subcontractors, and Abatement Subcontractors who wish to submit a proposal on this project must participate in one of the two Preproposal Site Observations. 2. The drawings do not show all existing conditions that may impact the scope of work. Examples would include existing operating equipment, plumbing, electrical conduit, et cetera. It is the responsibility of the General Contractor and the appropriate subcontractors to determine which if any items must be moved or demolished and replaced. 3. It will be possible to view examples of the work involved in all areas of work during the site observation. PROPOSAL EVALUATION CRITERIA: Proposal Evaluation Criteria include but are not limited to: 1. Solicitation Offer: Price 30%, Experience on projects of similar size, scope, and complexity 20%, Controls 10%, Experience on USPS remodel and addition projects 10%, References from projects of similar size and scope 15%, Proposed schedule 15%. 2.Contractors whose score is in the competitive range will be selected for a final interview. Final contractor selection will be based on the results of this interview. Interview scoring will be include, but not be limited to, the following: Contractor presentation, Change order history on last 5 projects of $1,500,000 and greater, Quality control, Controls subcontractor presentation and system proposed, Questions from the selection committee.
