The solicitation will be issued on or about July 7, 1999, on a CD-ROM in Adobe Acrobat electronic format. Interested parties who submit written, faxed, or e-mail requests will receive only one copy of the CD per mailing address, free of charge. Phone requests will not be accepted. The CD contains the full text of all the solicitation provisions, contract clauses, technical specifications, drawings, bid documents, and other attachments in the electronic format. No paper copies of the solicitation will be provided, however the Government reserves the right to revert to paper issuance if it is determined to be in the Government's best interest. Any amendments to the solicitation will be issued on paper, by fax, or in electronic format via diskette or CD. All bid forms, bid bonds, and other documents required for bid submittal shall be submitted in paper medium, electronic or fax submission of bids/offers will not be allowed. The principal components of the work include furnishing one NEW OA, 300 kVA, 69 kV Delta/480 V Delta, oil-filled type, outdoor station service transformer and one new oil containment system for delivery to Green Springs Powerplant, 1500 Buckhorn Road, Ashland OR 97520. The requirement consists of the removal and disposal of three existing single-phase station service transformers and the existing concrete foundation; furnish and install one new 300 kVA, three-phase station service transformer, including new prefabricated concrete pad foundation for the new transformer; and furnish and install an oil containment system under the existing switchyard in the area and encompassing earth and rocks only. The oil containment system shall include excavation of existing switchyard material, furnish and install concrete oil vault and oil/water separator, and pipingsystem.
