Multi-Purpose Digital Training Range at the Wilcox Range area providing
training facilities for armor vehicles, infantry units, and attack
helicopters. The size of the range is 1,000 meters wide by 6,000 meters
long. Construction will include clearing and grubbing, temporary
seeding, and construction of wetland mitigation area. Construction of
the range area will include several miles of tank trail roads and
service roads, twelve (12) defensive firing positions, target
emplacements with earth berms and timber retaining walls, track systems
and target storage areas for six(6)moving armor target systems to be
furnished and installed by others, siting for fifty-seven (57) precast
concrete stationary armor targets, one hundred-thirty-five (135)
precast concrete stationary infantry targets, and seven (7) moving
infantry target systems. The roads and parking areas are to be of
crushed rock. Drainage course crossings are to be corrugated steel pipe
culvert as indicated. Site grading for drainage and line of sight
requirements will be included. The support facilities include a
Control/After Action Review Building with Digital Communication, two
(2) latrines, ammunition loading dock, ammunition breakdown building,
nine (9) tent pads with framed tents, covered mess, vehicle holding and
maintenance area, vehicle staging and parking areas, walks, primary
power, secondary power, data distribution, service roads, limit
markers, and site improvements. Supporting facilities to be constructed
outside the rage complex perimeter consists of water distribution
system, telephone distribution system, and improvements to 191st Tank
BN Road which involves rock excavation. Power will be provided by
connection to an existing line with service to the site. Proposals will
be evaluated on the following evaluation factors: 1) Previous
Experience -- Experience in working with high explosive dudded areas.
List projects and safety plan to protect personnel. 2) Price Proposal
3) Project Schedule 4) Project Management Plan 5) Subcontracting Plan.
Estimated Cost Range for this project is $25,000,000.00 to
$100,000.00. SIC for this aquisition is 1541. Solicitation to be issued
o/a 07 July 1999. Time for completion will be 720 days. There will be
no charge for this solicitation package and it will be available on CD
