Contracting Officer: Dwight Cargile, Code 0233 PRESOLICITATION for N62467-99-R-0989, Facilitating services for project teams assigned to meet environmental remediation challenges and response to site remediation, and management teams tasked to provide overall direction and coordination among all activities team meetings. The facilitator will facilitate meetings between the U.S. EPA, the U.S. Navy, various contractors and State and Local Regulatory Agencies. The geographic area will include the states Tennessee, Louisiana, Mississippi, Georgia, South Carolina, North Carolina, Florida and the Bahamas, Alabama, Texas, Oklahoma, Nebraska, Arkansas, Kentucky, Missouri, Kansas, Colorado, Wyoming, North Dakota, South Dakota, Minnesota, Iowa, Illinois, Wisconsin, Michigan, Indiana and Ohio. The contract will be used to facilitate tasks under the following programs and related work: (A) Installation restoration; (B) Hazardous waste acts and regulations compliance; (C) Tank management programs; (D) Spill prevention control and countermeasures; (E) Oil and Hazardous Substance Spill Program, including Emergency Spill Response; (F) Toxic Substance and Control Acts Compliance (e.g. Asbestos and PCB Programs; (G) Solid Waste Management; (H) Emergency Planning and Community Right-To-Know Act; (I) Environmental Base Line Surveys. Facilitators and subcontractors must be US Citizens. Security clearance may be required. The tasks to be accomplished under this contract are subject to limitation by project prioritization, funding availability, and regulatory requirements. The contract will be for a term of one year with four one-year options. The contract will be an indefinite quantity type contract with a minimum guarantee of $20,000 for the life of the contract. The government will not indemnify; Pre-award survey may be performed. Work will proceed by specific task ordering. Level of staffing is dependent upon work as it escalates. The following criteria for selection are weighted equally: 1) Past Performance Past performance of individuals providing facilitator services.2) Methods and Procedures organization and staffing of company to handle the workload. 3) Experience recent experience of individuals assigned to provide facilitating services. 4) Corporate Resources and Management ability to provide necessary training tools and personnel which will enhance overall performance of the teams. 5) Small Business Subcontracting Effort commitments to Historically Under Utilized Business Zone, Small Business, Small Disadvantaged Business, Women-Owned Business, Historically Black College and University or Minority Institutions.
