S -- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH SONOMA TECHNOLOGY, INC. The Minerals Management Service of the Department of Interior intends to enter into negotiations for a follow on contract with Sonoma Technology, Inc. (STI), 1360 Redwood Way, Suite C, Petaluma, CA, 94954-1169, for enhancement of MMS air quality emissions inventory system. STI developed the original software for MMS under contract 1435-01-98-CT-30856 for the Breton Wilderness Area. The enhanced software will allow emissions to be catalogued from the entire Gulf of Mexico. The contract will be worth approximately $150,000 with an estimated 18-month period of performance. Since STI designed the original software, only they possess the unique capabilities, expertise, and technical knowledge to successfully modify the system to meet MMS' requirements. The proposed action for which MMS intends to solicit and negotiate a sole-source procurement is under authority of FAR 6.302-1. The MMS believes that only one responsible source can provide the services to satisfy the agency requirement. STI's intimate familiarity with the emissions inventory software makes it very unlikely that any other vendor could satisfy the requirement. An incoming vendor would not be able to learn the software and modify the program within an acceptable time and price limit. ANYONE OFFERING ALTERNATIVE SOFTWARE WOULD HAVE TO ABSORB THE DEVELOPMENT AND DESIGN COSTS ASSOCIATED WITH THE CURRENT MMS SYSTEM. STI possesses the specialized knowledge, software and hardware to perform this requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTATIONS, but written responses received by 4:00 PM local time will be evaluated. A determination not to compete this proposed action based on response to this notice is solely within the discretion of the Contracting Officer.
