R -- HIV/AIDS COST ANALYSIS & CAPITATION RATE METHODOLOGY SOL 99-OA-081(mjs) DUE 072399 POC Mary Jean Skinner, 301-443-5237 The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE-SOURCE basis with the Center for Health Program Development and Management, University of Maryland Baltimore County, 1000 Hilltop Circle, Baltimore, Maryland 21250 to provide analysis of Maryland State Medicaid data from 1997 to determine how utilization and cost of services for persons living with HIV is associated with comorbidities, especially substance abuse and mental illness; and to develop a methodology or methodologies for rate determination for HIV/AIDS populations under Medicaid managed care systems that take comorbidities into account. The Center for Health Program Development and Management is deemed the only responsible source capable of providing the required work and services. The period of performance is six months.
