Broadcasting Bureau (USIA/IBB), Contracts and Procurement Division
(B/PA/AC), has a requirement, subject to the availability of funds, for
a contractor to obtain: (1) quantitative data on media habits among
ethnic Tibetan travelers and Tibetan exile communities residents in the
bordering regions of India and Nepal, in particular on the size,
composition, and media usage patterns of the audience for international
radio; and (2) qualitative information on international radio listening
and evaluations of VOA's Tibetan language broadcasts by international
radio listeners and non-listeners among ethnic Tibetan adults. The
USIA/IBB anticipates awarding a firm-fixed-price contract (purchase
order), utilizing Simplified Acquisition Procedures, as specified in
the Federal Acquisition Regulation (FAR), Part 13, to the responsible
quoter (offeror) whose price quotation conforming to a forthcoming RFQ
is most advantageous to the USIA/IBB, based on the quoter's: (a)
Technical Capabilities/Experience in conducting audience surveys and
focus groups as outlined in the forthcoming RFQ for this procurement;
and (b) Price quotation. Of the two selection criteria, the Technical
Capabilities /Experience criterion is significantly dominant over the
the Price criterion. Request for Quotation No. B/PA-99-26 is scheduled
for release by B/PA/AC on July 8, 1999. Responses to the forthcoming
RFQ (i.e., Technical Capabilities/Experience information, and Price
quotation) are due to B/PA/AC by the close of business (5 p.m. EST),
Thursday, July 29, 1999. Firms interested in receiving a copy of the
RFQ must request such receipt in writing to the Contracting Officer,
Ms. Gloria Sweetney, via facsimile at (202) 205-1921 or E-mail at
gjsweetn@IBB.gov. All written requests for copies of the RFQ must be
received by B/PA/AC by July 8, 1999; and such requests shall include
the RFQ number, the requestor's company name, the name of the company's
point-of-contact (POC), the company's mailing address, and the POC's
telephone and facsimile numbers. No telephone requests for this RFQ
will be accepted by B/PA/AC. The Contracting Officer has found and
determined that this proposed work is appropriate for an "unrestricted"
procurement, pursuant to FAR Subpart 19.502 (Setting Aside
Acquisitions). All responsible sources may request a copy of the
forthcoming RFQ upon its release by USIA/IBB. This Notice is not an
