This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation, number N00259-99-Q-0069, is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-12. This request is for an Environmental Monitoring System that is a computer based monitoring and control system to monitor temperature, humidity, lighting in the eleven (11) animal rooms located in Bldg 9 at the Naval Medical Center, San Diego. Specifications are as follows: CENTRAL COMPUTER: Hardware to include a tower style PC, 16 MB memory, floppy disk drive, two internal hard drives, mouse, internal modem, color VGA monitor, data backup system and multi-port serial board; Software to include a Watchdog software package, QNX Operating System, QNX Windows, Raima Data Manager; Peripherals to include two printers, uninterruptable power supply and Edstrom speech-dialer. LOCAL PROCESSOR: Features a surface mount (9 x 11 x 2.25 inches) or flush mount (10 x 12.5 inches), stainless steel enclosure, 16 x 2 character display, 3 LED indicators, water and dust resistant keypad, configuration and calibration from keypad, microprocessor design, pluggable screw terminals for easy service, audible beeper, five analog 4-20ma current loop inputs, eight 24v DC digital outputs, 7 digital inputs, stand alone operation during communication loss; Power to include 8 VDC @ 1 amp and 24 VDC @ 3/4 amp per outlet (light control, locks, flushing). DATA COLLECTION PANEL: Features surface mount (14 x 16 x 4.5 inches) enclosure, microprocessor based design, pluggable screw terminals for easy service, RS-422 communications with central computer via 2-twisted pair cable, 32 multi-mode inputs, Analog mode: 4-20ma current loop, digitalmode: dry contacts; Power is 120 VAC @ 1/2 amp. SMARTBOX: Features surface mount (9 x 11 x 2.25 inches) or flush mount (10 x 12.5 inches), stainless steel enclosure, 16 x 2 character display, 2 LED indicators, water and dust resistant kepad, microprocessor based design, pluggable screw terminals for easy service, RS-422 communications with central computer via 2-twisted pair cable, Power is 24 VAC @ 1 amp. SENSORS: Sensor Module 3 includes Temperature +/- 1 degree Fahrenheit, Humidity +/- 5% RH, and Light off, on, on high. Other sensors include temperature and light, light only, temperature and humidity duct mount, airflow, differential pressure, sail switch, door status switch, watering leak, flow switch, and pressure switch -- high/low pressure.
