The Defense Supply Center Richmond (DSCR) will use the Advisory Multi-step Process outlined in FAR 15.202 to identify viable concept(s) that are most likely to result in improving DSCR's ability to respond to our U.S. Military Service Customers' logistical support requirements. These concepts are limited to only those items that impact our wartime/contingency support mission. Our intent is to seek innovative solutions to meet the Services' surge requirements, evaluate those solutions on technical merit, and solicit and award a Readiness Investment Contract to the contractor(s) who submits an viable, cost effective solution. Interested contractors are required to submit a "Production Surge Plan" that demonstrates how they would meet the schedule and quantity requirements for the items identified below. The quantities and schedule represent what the Services have predicted to be their wartime/ contingency support requirements for a worst case planning scenario i.e. two nearly simultaneous major regionalconflicts, each lasting 180 days. The Plan shall be in the contractor's format and must include as a minimum:  A brief description of the production process  Identification of long lead materials and processes  Statement of the maximum monthly production quantity for the subject NSN(s)  Statement of the time necessary to produce the requested quantity(s), assuming all materials are on hand.  Description of how the contractor's proposed solution will meet both schedule and quantity requirements for the subject items.  Rough estimate of cost. (Cost will not be used as a factor for determining whether Surge Plans are acceptable, but are intended to be used for budget planning purposes only) DSCR may include, at a later date, a requirement for worldwide distribution. Surge Plans will be evaluated for technical feasibility. The purchase and storage of completely finished items is not considered a viable solution. The following information is provided for your use in developing your concept. The primary focus of this effort is to develop solutions for items that we believe will have a surge in requirements during contingency operations i.e. Bosnia, Desert Storm etc. Our initial research indicates that the items identified may have inadequate production capacity within the industrial base. Our intent is to verify the production capacity and look for areas where we can use Preparedness Measures to improve industry's ability to respond to surges in demand for critical spare parts and troop support items. Typical investment candidates have long production lead times, and would likely experience increased use during a high operational tempo. The investment candidates identified in this synopsis have the potential for pre-positioning long lead components (i.e. forgings, castings, subassemblies etc) in order to significantly reduce the acquisition response. Pre-positioned materials would be stored at the contractor's facility to allow for the quickest response to request for surges in production. DSCR will evaluate all responses to this notice, and will advise each respondent in writing either that its concept is viable and it will be invited to participate in the resultant acquisition, or that it is unlikely to be a viable competitor. DSCR will advise respondents considered not viable of the general basis for that opinion. Notwithstanding the advice rendered by DSCR in response to individual submissions, all contractors responding to this synopsis may participate in the resultant acquisition. However, the successful candidate will be selected from only those contractors who both respond to this synopsis and participate in the resultant acquisition. The award of any contract is subject to the availability of funds and approval of DLA headquarters.
