The U.S. Army Corps of Engineers (USACE) Engineering Research and Development Center (ERDC) is planning to develop a software system for managing dredging projects conducted by USACE District offices. This publication serves as notice of intent to negotiate on a sole source basis under FAR 6.302-1 with Science Applications International Corporation (SAIC), Admiral's Gate, 221 Third Street, Newport, Rhode Island 02840, for development of this software program. The proposed software system is called the Dredged Material Spatial Management Analysis Record Tool (DMSMART). DMSMART will be based on the Disposal Analysis Network for New York (DAN-NY), a customized GIS developed for managing open water disposal sites for the New York District Corps of Engineers. Included will be functions to identify dredging projects, identify and analyze data associated with individual dredging events, track dredging contracts, manage dredged material sediment testing data, manage disposal sites including monitoring data, and conduct short and long-range planning. In addition, interfaces to Corps developed models that predict dredged material fate will be included in DMSMART. Supplier selection is based on existence of limited rights in data for DAN-NY (on which DMSMART will be based), and experience and expertise in development of related software programs.
