Purpose is to contract with the Tribe to estimate the encounter rates of sublegal chinook salmon in the Washington Treaty troll fishery. The Congress appropriated funds to the NMFS to carry out these tasks, which are to be complted by state and tribal fishery managers. No other source capable of providing this service.
