A -- TREATY ON OPEN SKIES SENSOR PERFORMANCE EVALUATION SOL DTRA01-99-R-0019 POC David E. Miller, Contracting Officer, (703) 810-4796 The Defense Threat Reduction Agency (DTRA) plans to issue a Request For Proposal (RFP) to support the Research, Development, Test and Evaluation of verification technology to support aerial monitoring regimes such as the Treaty on Open Skies. This Sensor Performance Evaluation project will entail an airborne sensor data analysis and performance evaluation program, including ground processing performance, which will provide data to ensure the US Government continues to cost effectively meet the requirements established for Treaty on Open Skies sensor calibration, demonstration, and overflight operations, as well as consideration of and preparation for other future aerial observation applications or regimes. The efforts under this project shall include, but not be limited to, the following: (1) Project Management and Reporting; (2) Technical support to US Government negotiators; (3) Assessment of the performance of the current operational sensors and potential upgrade opportunities, including analysis and testing; (4) Development and acquisition support for Open Skies updated IRLS and Video/EO; (5) Open Skies Sensor Performance Evaluation Technical Assessment; (6) Operations and Training support; (7) Technical investigations, assessments or test and evaluation of sensor/processing performance; (8) Support to technical interchange meetings; and (9) Optional requirements for development and acquisition support for Open Skies updated optical cameras and synthetic aperture radar. The period of performance of this effort is estimated to be sixty (60) months, (3 year base with 2 option years) to begin in the 4th quarter of FY99. The forecasted RFP release date is scheduled on or about 11 May 1999. A firm date for receipt of proposals shall be cited in the RFP.
