This RFP (Request for Proposal)is a combination firm fixed price and indefinite quantity type contract. This solicitation is issued in accordance with OMB Circular No. A-76, Performance or Commercial Activities. As a result of this RFP, the offeror determined to be the best value proposal to the Government will compete directly with the Government's in-house most efficient organization for the award of this contract. The Contractor shall furnish all labor, supplies, materials, tools, equipment, supervision, management, and transportation necessary to provide vehicle/equipment operations, vehicle/equipment maintenance, refuse collection, maintenance of material handling equipment (MHE), maintenance of railroad trackage, taxi services, street and magnetic sweeping services, and other mission support and maintenance services such as loading and hauling ammunition, explosives and general cargo. The Contractor's employees shall hold a valid/current State drivers license, commercial driver's license, CourierCard, Explosive Certification and any other license required to operate equipment. All work shall be performed by certified, responsible individuals and in accordance with federal, state, local, and installation laws and regulations. This solicitation will contain Service and Davis Bacon wages. Technical factors will include: Past Performance, Quality Control, Safety (including explosive handling), and Management Ability and Capability. For this solicitation the Standard Industrial Code (SIC) is 8744, Base Maintenance. The related Small Business Size Standard is $20.0 million. The performance period is a base year (12 months) plus four option years. This solicitation is a Small Business Set-Aside.
