IMPLEMENTATION The questions were submitted and answered. The questions
and answers were also posted to the Website for this solicitation.
Question #1 1. The SF33 indicates that proposals are due at 9:00 AM on
April 26, 1999. Will you consider extending the time proposals are due
from 9:00 AM to 4:30 PM? A 9: AM Monday deadline effectively means that
proposals must be submitted no later than the previous Friday. Answer
to #1 See Amendment 0001 to the solicitation. The deadline for
proposals is changed to 2:00 PM local time on Monday, April 26, 1999.
Question #2 2. The SF33 indicates that we are required to submit an
original plus five (5) copies of our proposal. The instructions in
Section L.2 of the RFP indicate that three (3) copies of the cost
proposal and one (1) copy of the solicitation set are required. For the
cost proposal and the solicitation set, should we submit the amounts
shown on the SF33 or in Section L.2? Answer to #2 Please submit the
quantity specified in Section L.2 of the solicitation. Question #3 3.
Section L.2 of the RFP refers to a Volume III, Solicitation Set. Does
the Agency want offerors to submit the entire RFP with its proposal or
simply certain completed sections (e.g., SF33, Representations and
Certifications)? Answer to #3 Please do not submit the entire RFP with
proposals, see Section L.2 for Volumes and contents. Question #4 4.
The Price Proposal Instructions found in Section L.2 of the RFP
indicate that offerors should use May 1, 1999 as an anticipated
contract start date. Section L.11, however, indicates a July 19, 1999
start date. Which date should be used for pricing purposes? Answer to
#4 See Amendment 0001. Offerors should use the July 19, 1999. Question
#5 5. Section L.15 of the RFP indicates that we should submit an
SF1411 for the summary and basic quantity for each contract period.
Because the summary and basic quantity are identical for each period,
may we simply submit a single SF1411 for each period? Also, may we
submit SF1448s instead of SF1411s? Answer to #5 (NOTE: Offeror stated
the incorrect section in the question and the incorrect form. The
correct section is L.2 and the form requested is SF1448.) Please submit
the information as requested in Section L.2. Question #6 6. Section L.2
of the RFP indicates that fee is not allowed on ODCs. FAR 15.404-4
stipulates statutory limits for fee on cost reimbursement contracts.
What is the Government's rationale for excluding ODCs from the cost
base on which an offeror calculates fee? Answer to #6 See Amendment
0001. The statement excluding fee on ODCs has been eliminated from the
RFP. Question #7 7. Section L.7 of the RFP indicates that the prime
contractor must submit a conforming COI plan. Are proposed
subcontractors required to include their COI Plans with the offeror's
proposal? Answer to #7 Only the prime contractor is required to submit
a COI Plan. Question #8 8. Section L.19, Procedures for Participating
In the EPA Mentor-Prot g Program, seems to indicate that offerors are
required to participate or apply to be participants in the Program. Is
participation in the Program a mandatory requirement for award of this
contract? If an offeror chooses not to participate in the Program and
fails to submit an application to participate in the Program with its
proposal, will it be ineligible for award of this contract? Answer to
#8 Participation in the program is not required. For additional
