15 -- MODIFICATION TO C-2A(R) FULL SCALE FATIGUE TEST DUE 052199 POC Sue Wainwright (301) 757-8973 or Janice Woehrer, Contracting Officer (301) 757-8961 The Naval Air Systems Command intends to negotiate with Northrop Grumman Corporation, a modification to the C-2A(R) Full-Scale Fatigue Test contract, N00019-94-C-0200. The proposed additional work is for non-recurring engineering design on the Service Life Extension Program; specifically, preliminary conceptual design drawings for kits to integrate modifications, made to date, on the C-2A(R) Full Scale Fatigue Test Article. The effort estimated to be approximately $500,000 is to be accomplished within Target Price of the Fixed Price Incentive contract, N00019-94-C-0200. In accordance with FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements," this requirement will be negotiated on a sole source basis with Northrop Grumman Corporation, South Oyster Bay Road, Bethpage, New York 11714. Northrop Grumman Corporation, as the designer, developer, and sole manufacturer of the C-2A(R) aircraft, and performer of the C-2A(R) Full Scale Fatigue Test, is the only firm that has the technical data, knowledge, and expertise on the Full Scale Fatigue Test results to design and develop the engineering drawings.
