ELECTRONIC RESPONSE TO TACOM-ACALA SOLICITATIONS REQUIRED AS OF 01 APRIL 1999 1. In accordance with Management Reform Memorandum (MRM) #2 from the Department of Defense (DoD), all Services are required to eliminate paper from their acquisition process by January 1, 2000 (see information at http://www.acq.osd.mil/pcipt/). In order to meet the DoD goal, TACOM has established an interim goal of "paperless" acquisition by 1 June 1999. 2. In response to these mandates, TACOM-ACALA has established the capability to receive bids, offers and quotes electronically. A hotlink from the TACOM-ACALA Solicitation Page has been activated to fully automate the response process (see http://aais.ria.army.mil/aais/SOLINFO/index.htm). 3. TACOM-ACALA solicitations issued on or after 01 April 1999 will contain a Notice to Offerors and the appropriate electronic contracting clauses. Bids, offers and quotes in response to these solicitations will be REQUIRED to be submitted in electronic format. Hard copy bids, offers and quotes WILL NOT BE ACCEPTED for those solicitations containing the appropriate electronic contracting clauses.
