Elmendorf AFB, Alaska has a requirement for transportation and disposal of polychlorinated Biphenyl's (PCB) contaminated soil. Transport approximately 150,000 lbs of PCB contaminated soil from Port of Anchorage, AK to proper Toxic Substance Control Act (TSCA) disposal site. Soil will be placed in soil bags and palletized in 20' containers by government employees. Contractor is responsible for transporting contaminated soil to TSCA disposal site and the following: a. Lining rail box car or transport vehicle with visquein. b. Loading palletized soil sacks on to rail car or other transport vehicle for shipment to disposal site. c. Providing all shipping and disposal cost to ultimate disposal facility. d. Providing copies of required documentation upon receipt of material at disposal facility. e. Providing copies of all required documentation to Contracting Office. f. Clean and return 20' foot containers to original shipper. Contractor shall comply with all Federal, State and Local laws including, but not limited to, 40 CFR 761. All transporters shall be marked with EPA (TSCA) Transporter ID Number. The period of performance is to begin on or about 31 Aug 99. This solicitation for Commercial Service is prepared in accordance with FAR 12. The standard industrial code (SIC) for this project is 4953. This is a 100% Small Business Set-Aside. The Request for Quotation (RFQ) is F65001-99-QM030. This is a combined synopsis/solicitation.
