Sources-Sought for participation in an Office of Management and Budget (OMB) Circular A-76 Cost Comparison Study of the Directorate of Training (DOT)(formally DPTM), Operations and Management Support Services for Fort Stewart and Hunter Army Airfield, Georgia. The major functional performance areas of the DOT include the following: (1) Range Control Operations, (2) Force Management, (3) Battle Simulation Center Operations, (4) Training Support Center Operations, (5) Coordinator for Reserve Component Support (CRCS) Operations, (6) DOT Management Operations, and (7) Personnel Training Operations. The intent of this study is to determine the most efficient and cost effective method of providing the resources and management of the DOT. This notice does NOT constitute any commitment by the Government. The OMB A-76 study will determine whether the DOT should be operated under contract by private enterprise or in-house using government facilities and personnel. A Government proposal to provide these servicesis also being developed and a contract with industry may or may not result as a consequence of the OMB A-76 study. A copy of a "DRAFT" Request for Proposal (RFP), as well as other relevant information for this procurement, will be made available to industry for comments. The "DRAFT" RFP will be available at the Fort Stewart Directorate of Contracting (DOC) Homepage at http://www.stewart.army.mil/doc/intro.htm as soon as the RFP has been finalized. All businesses desiring to participate in this procurement action must access this site for a copy of the "DRAFT" RFP. It is anticipated that the "FINAL" RFP will be issued on or about 15 JUL 99 and will also be available at the Fort Stewart DOC Homepage. All authorized businesses desiring to participate in this procurement action must also access this site for a copy of the "FINAL" RFP. HARD COPIES OF THE RFP WILL NOT BE AVAILABLE. Any and/or all amendments to the RFP shall be posted ONLY on and available through the DOC Homepage. All proposal evaluations will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the "FINAL" RFP. Any resultant contract will have a performance period consisting of a base-year with four (4) 12-month option periods. The anticipated contract-type is cost plus-award fee. A completed technical, management, and cost proposal with all associated documentation will be required. The SIC is 8744 with a small-business size standard of $20.0 million. NO RESTRICTIONS HAVE BEEN MADE AT THIS TIME limiting any potential responsible source which may submit an offer.
